Chief Executive (CE)

The Chief Executive is responsible for providing strategic leadership and overall management of CFSC, ensuring the effective delivery of high-quality services in alignment with the organization’s vision, mission, and values. The CE reports to the Board of Directors and works closely with senior management to drive organizational excellence, sustainability, and innovation.
Responsibilities:
- Develop and supervise the implementation of corporate strategies and plans of CFSC, ensuring alignment with its mission and long-term development goals;
- Provide visionary leadership and strategic direction to the executive team to coordinate strategic and operational functions, to establish shared leadership among senior executives to promote a positive, inclusive, and high-performance organizational culture, and to enhance the organization capacity on service innovation, digitalization, and continuous improvement of service quality;
- Strengthen corporate governance, accountability, and risk management frameworks to support the growth of CFSC;
- Ensure effective utilization of resources, including subventions, funding, and assets, with a strong focus on compliance and sustainability;
- Foster strategic partnerships with government bodies, funders, community stakeholders, and other collaborators enhancing its reputation and influence within the social welfare sector.
Requirements:
- A recognized university degree, preferably with postgraduate qualifications in social work, public administration, or related disciplines;
- Substantial senior executive leadership experience, preferably in NGOs, public sector organizations, or related fields;
- Rich experience and good track record in leading multiple services and organizational transformation;
- Outstanding leadership qualities, able to energize and collaborate with multiple teams to achieve results in complex environment;
- Demonstrated experience in financial stewardship, corporate governance, enterprise risk management, and strategic human capital management;
- Demonstrated strength in digital transformation, organizational and planning skills, and communication skills;
- Proactive mindset with ability to thrive in high pressure environments;
- Proficient in written and oral communication in both Chinese and English;
- High integrity, with a strong commitment to CFSC’s vision, mission, and values.
